Animal shelter for dogs left outdoors in New York State must be appropriate to the animal's age, size, and health, and appropriate for inclement winter weather too. 

NYS ANIMAL SHELTER LAW

There may be no laws against dogs living outdoors 24/7, but there IS a law pertaining to the shelter of those dogs. The Shelter Law makes provisions for dogs on the worst winter AND summer days. Read the state law pertaining to dogs left outside for extended periods of time in inclement weather.
